Charity Cash for Palestinian Poor was Siphoned to Suicide Bombers

Is anyone else as shocked by this as much as I am? If I recall correctly this exact same scenario occurred with Saddam Hussein prior to the US-led invasion of Iraq in March 2003 and has been taking place for the past seven years with the dictatorships of Africa.
